playable races include humans, time lords, silurians, sontarans, etc.
playable classes include soldiers, time agents, scientists.

there’s the Classic one from the 80’s, by FASA.
And then there’s Doctor Who: Adventures in Time, which covers 10, and has an 11 update. Even has pregens of the companions, Rose, Martha, Donna, Amy, Rory. It’s made by Cubicle 7.
